Job Description

DEA is looking to add an QA/QC Specialist I in its Coeur d'Alene, ID based Transportation Business Unit.

Responsibilities:

Under close supervision, performs varied duties and assignments in support of project-specific and general tasks related to quality. Provides assistance to Quality Managers and higher-level QA/QC Specialists. Work on assignments of moderate scope and complexity. Some evaluation, originality and ingenuity required. Interfacing with clients, contractors or project principals may be required.

QA/QC SPECIALIST - OFFICE DUTIES

  • Logging and tracking submittals and RFI's from construction contractors
  • Assist in preparation and submittal of contractor monthly pay estimates, or review and submittal of contractor provided monthly invoices for payment
  • Track, review, and prepare monthly project billings
  • Review and organization of pay notes submitted by inspectors
  • Assist in preparation and maintenance of project Material Test Summary for materials, and logging of quality documentation received from inspectors, contractors, manufacturers, and suppliers
  • Assist in reviewing, verifying, and preparing notes for contractor requested materials-on-hand payments
  • Tracking, logging, and distribution of shop drawings and other submittals from contractors, suppliers, and manufacturers
  • Review contractor and sub-contractor EEO policy statement and sub-contract requests
  • Review and file all labor compliance documentation, including:
    • Certified payrolls from the contractor and sub-contractor
    • Labor Compliance interviews
    • Commercially Useful Function Reports for DBEs
  • Monitoring applicable Affirmative Action programs for compliance
  • Track contract schedule and deliverables
  • Track materials testing and quantities
  • Assist in documentation at conclusion of projects
  • Assisting with the preparation and distribution of agendas for Preconstruction Conferences, attending and participating in the conferences, and the preparation and distribution of conference minutes

QA/QC SPECIALIST - FIELD DUTIES

Will occasionally be requested to accompany Project Inspectors to provide assistance with:

  • Reviewing contract plans and specifications for roadway and bridge construction for contract requirements.
  • Inspecting the quality of materials being placed and the contractor methods of construction for compliance to specifications.
  • Communicating action taken to project inspector, Project Manager, and other appropriate personnel.
  • Recording and documenting weekly or other field meeting minutes.

Basic Qualifications:

  • Intermediate computer skills in word and excel
  • Ability to work effectively and efficiently with client representatives, contractors, the public, as well as peers and subordinates
  • Excellent skills in working both independently and in a team environment
  • Effectively multitask, prioritize, and track construction and design issues through to completion
  • Excellent written and verbal communication skills
  • Excellent organizational skills
  • High school diploma
  • Proficiency in basic math skills
  • Good Driving Record

Preferred Qualifications:

  • Previous office administration-related experience
  • Previous finance-related experience
  • Experience with various software applications and drop box type file sharing systems
  • Certified in Idaho Transportation Department's Inspector Qualification Program in Contract Administration (will be asked to obtain other certifications in the next 12 months)
